Checking Your AJK Active Taxpayer List (ATL) Status: A Step-by-Step Guide

The Federal Board of Revenue (FBR) of Pakistan relies on a vital tool for tax administration: the Active Taxpayer List (ATL). This dynamic database is crucial for both taxpayers and various institutions within Pakistan. Understanding the ATL, its different forms, and how to verify your status is essential for smooth financial operations and demonstrating responsible tax citizenship.

This article breaks down the ATL, its importance, and provides a step-by-step guide specifically for residents of Azad Jammu and Kashmir (AJK) to check their ATL status for both Income Tax and Sales Tax.

What Exactly is the Active Taxpayer List (ATL)?

The ATL is essentially a register maintained by the FBR, continuously updated with the names of individuals and businesses who are actively filing their tax returns. Think of it as a public record of tax compliance. It’s not just one list, but rather encompasses three primary categories:

  • ATL for Income Tax: This is the most commonly referenced ATL. It includes individuals and businesses who have filed their income tax returns for the previous tax year. This list undergoes an annual update on March 1st, reflecting the filing activity of the preceding year.
For example, if you diligently file your income tax return for 2024 on time, your name will appear on the ATL for Income Tax at the last date of filing of tax returns (or the extended deadline). Interestingly, if you need to be on the ATL sooner than the annual update, you can file your previous year’s return and pay any applicable late filing penalties, which can expedite your inclusion.
  • ATL for Sales Tax: This ATL focuses on businesses registered for sales tax. It goes beyond simply listing registered entities; it also details their compliance status. This includes valuable information such as their filing history and the number of sales tax returns they have submitted, offering a deeper insight into their tax behavior.
  • ATL for AJK Residents: Specifically designed for taxpayers residing in Azad Jammu and Kashmir (AJK), this list is tailored to AJK residents who are registered taxpayers within the Pakistani tax system. It’s important to note that updates to the AJK Residents ATL may take up to 48 hours to be reflected on the system, so patience is sometimes required after filing.

Why is Being on the ATL So Important?

Inclusion on the ATL is more than just a formality; it’s a significant indicator of your financial responsibility and unlocks several tangible benefits in Pakistan:

Significant Tax Advantages & Savings: Perhaps one of the most direct benefits is the financial advantage. Taxpayers who are not on the ATL, often referred to as “non-active taxpayers,” frequently face significantly higher tax rates.6 In many instances, non-ATL members can be charged 100% or even 200% more in taxes compared to those who are active taxpayers on the ATL. This stark difference highlights the considerable financial incentive to ensure your name is on the relevant ATL.

How Banks Utilize the ATL for Verification

To ensure they have the most up-to-date information, banks in Pakistan don’t rely solely on the annual ATL update. Instead, they typically perform weekly checks of the ATL status of their customers. This verification process often occurs every Monday, although the exact day may vary slightly between different banks. This weekly check allows banks to maintain a current understanding of their customers’ tax compliance status, informing their risk assessments and service provisions.

    Hello Sir,
    I have a query.

A person has registered in April 2024 through IRIS and accordingly he will file his return after Jun 2024 and within due date of Sept 2024.
The ATL will be published on 1st March 2025.

Will this tax payer considered as a filer from Sept 30 to Feb 28 before the list is published? Will this person benefit from the filer status for these 6 months before the list is published.

    1. Binte Zafar says:

He will get Active status on March 01, 2025
Before that he will be Non Filer , all the rates n taxes of Non Filers will apply.

For immediate activation as Tax Filer one should file tax return for preceding tax year and pay fine as well.

New Taxpayers shall be Active by default, but thats not how FBR is operating.
